A major theme that runs throughout the Guide is a concern for the development of meaningful cooperative relationships - with funding agencies, with community organizations, and with the people you are serving - as a basis for the development of strong fundable initiatives. The Guide is built on the assumption that it is through collaboration and participation at all levels that long term change can be effected. To make this Guide as useful as possible, all suggestions have been carefully reviewed with a concern that they be easy to implement and can have the greatest positive effect on the creation of a funding proposal. If a parent requests an alternative examination, the district may administer and recognize results of a test purchased by the parent or student from Texas Tech University or The University of Texas at Austin.
A For each grade level or course, Texas Tech University and The University of Texas at Austin shall ensure that the assessments they provide for the purposes of this section are aligned to and address all assessable Texas Essential Knowledge and Skills TEKS at the appropriate level of rigor.

High School Credit for College Courses. The course must be provided only by an institution of higher education that is accredited by one of the following regional accrediting associations: The course for which credit is awarded must provide advanced academic instruction beyond, or in greater depth than, the essential knowledge and skills for the equivalent high school course.
Any course for which credit is awarded must be provided according to this subsection.
A district may not prohibit a new student from attending school pending receipt of transcripts or records from the school district the student previously attended. Credit earned in a local-credit course may be transferred only with the consent of the receiving school district.
The district may use a variety of methods to verify the content of courses for which a transfer student has earned credit.§ Schedule for Implementation.
